Old Toyotas that have a 4AC, 3AC, or 1AC all have the horsepower robbing EGR  on the side of the intake manifold. These EGR’s are so old, they no longer function and lead to significantly reduced engine life and performance.

The smaller aluminum plate is used to block off where the EGR once was, and the stainless steel plate is used to block off either the bottom of the OEM intake manifold or the top of the OEM exhaust manifold. Many people run aftermarket headers on their Toyota 4AC-1AC engines and have a hole at the bottom of their intake manifold. and same goes for the exhaust manifold. some people run aftermarket intake manifolds or even bike carbs and leave a hole on top of the exhaust manifold. The stainless plate is universal to both the intake and exhaust sides and will fit both.
